Week of January 27

  • After borrowing from the Feds (like many states) to cover unemployment benefits during and after the Great Recession, Florida has been on the leading edge of states cutting their Unemployment Insurance program. This has the effect of making the state appear better-prepared fiscally for the next recession, when layoffs–and claims for state unemployment benefits–spike. The state is closer to ‘solvency’ to deal with anticipated UI costs–because it has cut benefit levels, made proving eligibility and remaining on UI more difficult, and reduced the duration of benefits. Unemployed Floridians are likely noticing some of these changes now—even as the unemployment rate and layoff levels are low. Mitchell Hartman reports on how economists and worker advocates warn that the real economic bite will come during the next slowdown or recession, when laid-off workers’ incomes aren’t replaced and local businesses suffer from lack of stimulus previously delivered by unemployment benefits.
